The Physical Properties Committee presented and the board approved 14 items across the system's campuses, including construction contracts, lease agreements and consultant selections.
At UA (Tuscaloosa) the board approved seven resolutions collectively: a Central Bryce Parking and roundabout project (adds 251 spaces; total project budget reduced from $4.6M to $3.7M, funded with transportation reserve and institutional funds), the Gorgas Library Phase III package (budget revised from $39.5M to $26.2M by shifting some floors to a later phase), Quad Security Enhancements (installation of bollards, $2.3M funded by A&T appropriations), and the Capstone College of Nursing addition and renovation (50,000 sq ft addition; total project budget $80,750,000 funded with future general revenue bonds and institutional reserves).
The committee also approved several UAB projects: revised scope and a phase-two contract for the Education and Engineering Complex (budget increased to $45.5M), Blount Residence Hall renewal (budget increased to $30M, delivered in multiple packages to minimize student disruption), a North Alabama rural dental clinic in Decatur (budget increased to $5.9M, state-supported), and planning authorization for a university dining facility ($6M). UAB also provided a campus master plan update that will return for board approval in June.
Real‑estate approvals included a facility lease for Capstone Health Services Foundation with DCH Healthcare Authority (suite 502, roughly 8,700 sq ft; five‑year base term commencing April 1, 2026; rental rate $17.24/sf) and a commercial lease for Swen Chinese Restaurant (suite B2, base rent $32.19/sf plus estimated additional rent). The board approved an appointment of Christian Reed as UAH's designated real‑estate agent and amended Board Rule 415 (Attachment D) to allow use of a broker's opinion of value or internal market evaluation for certain small or time‑sensitive transactions, with chair approval.
All resolutions were approved by voice votes as presented; staff will proceed with contract execution, consultant negotiations and project delivery per the approved budgets and funding sources.
