Board approves encroachment agreement allowing fence at 217 West Longfellow

The Columbia City Board of Works and Safety on May 26 approved an encroachment agreement allowing the installation of a fence at 217 West Longfellow.
Resident Lauren Smith identified herself and gave the property address during the public hearing for the encroachment item. Smith and staff reviewed a site map; staff explained that the black line on the map represented the property line, the blue line showed an easement, and a green area appeared to be common area owned by the Ches Community Association. Staff told Smith the fence as drawn would be inside the easement/common area on one side and described existing storm‑sewer lines. Staff warned that the city may need emergency access and that if the city had to remove the fence to access utilities the property owner would be responsible for replacing it.
After the map and utilities were discussed, a motion to approve the encroachment agreement for 217 West Longfellow Boulevard passed unanimously. Staff told Smith the paperwork would be sent to the planning and building department and that she could visit by noon the next day to complete forms and obtain final clearance.
The action authorizes the owner to install the fence subject to city access requirements and usual permitting steps.
