The Columbia City Board of Works and Safety on May 26 awarded the notice of award for the Westgate subdivision roadway reconstruction Phase 3 to Fleming Excavating and approved the owner–contractor agreement after the city’s engineering consultant, AMZ Engineering, reviewed bids and found the low bidder compliant.
Staff announced Fleming Excavating as the certified low bidder and reported the contract price in the meeting record as $169,056.32. A motion to approve the notice of award and the standard owner–contractor agreement between Columbia City and Fleming Excavating was moved, seconded and approved unanimously.
The board also considered a police employment training agreement for Scott Valentic. Members reviewed the agreement’s one‑year probationary provision (the contract term recorded as three years with a one‑year probationary period) and approved the employment training agreement unanimously.
Finance business included several motions to approve accounts payable vouchers dated May 26, 2026. The record shows motions approving checks and an EFT payment motion that specified $942,721.36 for EFT payments; those motions were seconded and approved unanimously. Other payment motions (checks and PayPal disbursements) were also moved and approved as recorded.
Board members confirmed the Westgate contract documents will be routed to the city for signature and placed on the project file; staff noted AMZ Engineering will continue construction‑phase oversight.
