Council hears infrastructure updates; Ninth Street overlay delayed by weather and contractor backlog

Mr. Turner briefed the council that water levels at Lev Gates have receded and that recent concrete work should be completed soon. He said the Ninth Street overlay was set back by heavy rains and that the asphalt contractor was running behind; as a result, the project is now expected to wrap up around mid-September if weather cooperates.
Turner described a change in repair approach: rather than placing small asphalt "blacktop" patches over concrete, crews will cut out and replace full sections so the patch will last decades instead of months. "We're going to cut up and fix it and then that patch is good for another 20–30 years," he said.
Council members asked about timing relative to the school calendar for work near the elementary school; Turner said crews would try to coordinate around school openings and that work sequencing may vary (for example, starting in the center and working outward).
Turner warned that weather and contractor scheduling remain the primary constraints: asphalt crews were "a month and a half behind" earlier in the season, and wet days had continued to push back schedules. He said crews may work through December, weather permitting, to complete prioritized projects.
The council also heard that crews repaired repeatedly damaged spots by removing and replacing asphalt and that two nearby properties recently changed ownership, which may lead to area improvements. No formal motions or votes were taken on the project updates.
