The staff member emphasized the measure would not prevent pet stores from hosting rescue organizations or facilitating adoptions through rescues, nor would it stop breeders from selling animals they bred. The staff noted that adoption agencies commonly charge fees and that the ordinance would not bar adoption-related fees.
