During discussion members raised three central points: that the proposed footprint is large relative to the plot, that the development would remove two existing on-plot parking spaces and so increase on-street pressure, and that the design might not be in keeping with surrounding properties.
The council considered precedent on the street and whether a smaller or reconfigured proposal would be acceptable; some members noted narrow precedent plots already exist on Victoria Road but reiterated the planning inspectorate previously found the earlier proposal unacceptable. After an initial proposal to support the application failed (several members favored abstaining), a motion to object was moved and carried. The council recorded five votes in favour of objection and two abstentions during the meeting.
The council will submit its objection to Wiltshire Council as the statutory consultee; the objection cites overdevelopment of the plot and likely parking impacts as the primary reasons. Councillors noted that if the applicant appeals a refusal to the planning authority, the appeal process will be a separate statutory stage beyond the town council's remit.
