Planning commission approves temporary staging area at Kenbrook Elementary for city water‑main project

The Farmington Hills Planning Commission voted April 16 to approve a special use for a temporary construction staging area on the northern portion of Kenbrook Elementary for a city water‑main improvement project, with the staging period running April through October 2026 and construction hours limited to 7 a.m.–7 p.m. Monday–Saturday.

Staff explained the staging area is part of a city infrastructure project and that the contractor selected the location in coordination with the Farmington Public School District. Commissioners noted the city is technically exempt from local zoning but historically brings city projects before the commission so the public can review them. No members of the public spoke on this item.

The commission found the proposed location was screened by existing vegetation, minimized impacts on school operations and adjacent properties, and will be remediated when work concludes. The commission’s action included a standard condition limiting work hours and requiring the applicant to address concerns identified by FPS, the city planner, city engineer and fire marshal. The motion passed unanimously, 6–0.

Because the site is school property and the work is a city infrastructure project, staff said the city coordinated selection of the staging area with the district. The commission’s approval is a recommendation that documents project conditions and timing for transparency and staff oversight; work remains subject to city engineering and fire marshal approvals.

The contractor and city will return the site to its prior condition when the project is complete, staff said.
