Commission opens discussion on proposed downtown entertainment overlay district

Planning staff introduced an entertainment overlay (EO) concept intended to promote downtown activation, walkability and community gatherings by allowing, under defined circumstances, alcohol purchased from participating licensed establishments to be consumed outdoors within an approved overlay boundary during sanctioned events.

Staff presented a smaller pilot boundary and an expanded option (approximately one block larger to capture additional venues) and recommended beginning with a focused area to make enforcement and evaluation easier. Commissioners discussed examples from other cities (Auburn, Reading, Chico) and suggested coordination with police, downtown business associations and participating venue owners. Issues raised included boundary clarity, signage, whether alcohol containers could be taken into businesses, enforcement and impacts on sober‑living environments; commissioners suggested a limited schedule (e.g., Thursday–Saturday or Friday–Saturday) rather than a seven‑day allowance and proposed branded containers/wristbands for event sales.

No formal action was requested; staff will coordinate with the police chief, the Oroville Downtown Business Association and other stakeholders and return with refined code language, boundary maps and a proposed outreach plan. Commissioners signaled general interest in pursuing the concept but emphasized the need for clear operational standards, police input and stakeholder outreach before any formal ordinance is drafted for council consideration.
