Olney Park groundbreaking set for June 1 as Elkhart parks staff previews busy summer schedule

Elkhart parks staff told the Board of Parks and Recreation on May 19 that multiple capital and program milestones are on track for summer 2026.
Staff reported that High Dive Park boulder work is complete and fountains are operational, though lighting issues at that site are under investigation. Olney Park is moving forward: staff announced a groundbreaking ceremony set for June 1 at 11:00 a.m., with pavilion construction expected in late June or early July, pathways and parking nearing completion, and a ribbon-cutting scheduled for Aug. 8. A splash pad and toddler play areas are planned to come online in June–July, according to staff updates.
The department said facilities will be open seven days a week this season and acknowledged tight timelines with limited contingency. Staff credited coordination across multiple city departments and a Community Foundation grant that helped fund restroom construction at Lundquist and Old Arena.
Events staff reviewed attendance and vendor counts for the farmers market (35–44 vendors; roughly 1,200–1,500 attendees at recent markets) and previewed upcoming community activities: a Memorial Day parade downtown, Artwalk with live music and Rockology after-hours performances, a NIBCO Water and Ice summer kickoff May 30 with a DJ and partners including Westwind Brewery and Kona Ice, and the Rhapsody Arts & Music Festival June 12–13.
Board members asked about logistics for partnerships (an annual contract with a vendor referred to as "Duke" to help program and market downtown music) and about contingency if relationships change; staff said the Duke relationship is annual and contracted through the Redevelopment Commission and Development Services. Staff encouraged volunteer sign-ups and noted ongoing recruitment for festival roles such as bridge greeters and family-zone staffing.
The board did not take separate action on the Olney Park schedule beyond noting the timelines and accepting the report.
