Commissioners recommend alley abandonment to city council for Pioneer Collision Center

Planning staff presented AB26-01, a request from Pioneer Collision Center to abandon a public alley that runs adjacent to parcels serving the collision center and nearby properties. Staff said the alley is a stub that the city does not need for present or prospective public use and that state Streets and Highways provisions allow vacation of rights-of-way no longer necessary for public use. Staff recommended the commission conduct a public hearing and forward a recommendation to city council; the commission heard from applicant representative Michael Evans and property owner Rockell Noland, who described long-standing gated access and use of the alley for parking and storage.
Staff noted the project cannot be finalized at the planning commission because it is a real-estate transaction that requires city council action; staff recommended adoption of a notice of exemption (SQA section 15301) and forwarding approval with findings and conditions. The applicant said outreach to utilities and adjacent businesses (AT&T, Cal Water, PG&E, Gold City Market) found no objections. Commissioners asked about alley width, existing fencing and future trash/dumpster access; the applicant said the applicant will absorb the costs of survey and escrow and intends to consolidate the alley into the Pioneer Collision parcel.
The commission moved and seconded approval as recommended and closed the public hearing; the motion carried and the item will be scheduled for city council consideration. The recommendation includes conditions and a survey/lot-line consolidation process; any future redevelopment or redevelopment-related permitting would occur separately.
