Commissioners repeatedly distinguished between regular barbed wire rows and concertina (prison-style) wire and discussed neighborhood aesthetics versus security needs. The record indicates the motion to approve passed with five yes votes, one abstention and one absence.
Staff noted future site work remains subject to building and permit requirements; the approval formalizes the security fencing under a use permit so the owner can maintain the measure while complying with required conditions.
The commission did not make any additional changes to the recommended conditions during the meeting.
