El Paso County renews P Liquor Mart license after underage-delivery violation; owner pledges stricter delivery checks

El Paso County commissioners renewed a retail liquor license May 26 for P Liquor Mart (5847 Palmer Park Boulevard) after a state violation for an underage alcohol delivery on July 15, 2025.
Owner Guriz Malik said the incident resulted from a delivery error and that the store has since implemented software and training to prevent recurrence. "We have apps now that do age verification," Malik said, adding that staff must present ID at the door for deliveries and that the store maintains a delivery log.
County staff noted the licensee paid a state fine ($5,000 total, with the employee paying $1,000 of that penalty, according to the owner), and that the employee was suspended. Commissioners pressed for assurances about ongoing monitoring and training; Commissioner Williams and others urged strict enforcement and suggested the board could condition renewals on additional training.
After discussion, the board moved to renew the license; MetroVNI (local enforcement body) had no objection. The motion to renew passed 4-0.
