After discussion about whether the open-comment period should remain three minutes or move to five and whether comments should be at the start or end of meetings, council passed the ordinance on second reading and then suspended rules to pass on third reading. All council members present voted in favor on each recorded vote.
• Ordinance 5934 (rabies vaccination update): Council amended section 4-7 of the official city code so that animal rabies-vaccination intervals follow vaccine-manufacturer recommendations and align with Nebraska agency rules. Council moved to suspend rules and pass the ordinance on second and third reading; votes were unanimous.
• Item 28 (surplus equipment sale): Council approved the sale of a surplus dump truck to the village of Wausau for $35,000, contingent on arrival of a replacement truck and in accordance with city code requiring council approval for sales over $30,000. The motion carried unanimously.
Other formal actions included approval of the consent agenda (one abstention recorded) and a motion to go into a closed session later in the meeting for collective bargaining strategy (motion carried).
