City reports CIP progress; council grants first reading on FY2026 amendment
Summary

Falls Church staff delivered the quarterly capital improvements program (CIP) update and notified the council of several grant awards and pending grant decisions. Staff reported 27 active CIP projects: 12 on target, six at risk and nine behind schedule, with nine projects currently in construction.
Caitlyn Sabzi noted two recently awarded congressional-directed grants: approximately $925,000 from HUD for an affordable-housing acquisition fund and roughly $1.92 million from the EPA for a flow-equalization tank at Cavalier Park (staff said a technical correction with EPA is pending). Several NVTA and VDOT grant awards remain pending and may be known in June.
On the budget, council considered ordinance TO26-14, the final FY2026 amendment, and approved first reading with a unanimous roll call. Staff said the only substantive change since work session was a request from the sheriff's office for $14,000 to purchase equipment; the ordinance returns for public hearing and second reading on June 8.
Ending: Council approved the budget amendment on first reading and asked staff to continue public outreach on CIP timing and project communication; several council members requested future reporting on the longer CIP pipeline and unfunded items.
