Newcastle council approves $143,000 in additional appropriations

The Newcastle Common Council unanimously approved Resolution 12152025-1 on Dec. 15, 2025, authorizing $79,000 from the riverboat fund and $64,000 from the public safety local income tax fund as additional appropriations.
Ashley, a city staff member who explained the request to the council, said the city had cash on hand for the expenses but needed an additional appropriation because the sums exceeded the amounts entered earlier in the state budget gateway. "We have the funds," Ashley said. "We just it was more than what I put in gateway and what we approved. So, this is the additional appropriation." The explanation referenced the Department of Local Government Finance (DLGF) process for allocating authority to spend.
Council members moved and seconded the measure and conducted a roll-call vote. Councilmembers Mike Guppy, Jeff Hancock, Jerry Wman, Aaron Dickens, Mark Cobber, Lyn Purdue and Rex Peekenpaul each voted in the affirmative; the resolution passed on a 7–0 vote.
The council did not amend the ordinance text during the meeting. The action gives staff the legal authority to spend the previously budgeted cash as recorded in the city’s fund reports and to reconcile the gateway entries with actual expenditures.
The council's next regular meeting will review any follow-up items and routine business.
