CBA staff reports progress implementing AB 1175; online degree‑recognition portal piloted by summer 2026

Chief of the Administration Division Miss Pierce updated the Committee on staff work to implement AB 1175, the statute that creates enhanced licensure requirements and new recognition processes for degrees and certificates.
Miss Pierce said staff prepared the regulatory package and the initial statement of reasons and submitted the materials to the Office of Administrative Law; the package was formally noticed for a 45‑day public comment period that will close on June 22. Staff will review public comments and present proposed responses and any recommended modifications to the board at the July meeting.
On degree and certificate recognition, Miss Pierce said the proposed regulations would authorize the board to recognize accounting degrees and certificates issued by California institutions and establish criteria for documentation, course standards, submission procedures, notification requirements, and conditions for withdrawal of recognition. To facilitate applications, staff are developing an online submission portal with a pilot version anticipated by summer 2026 and the intent to accept applications as soon as the regulations are approved.
Pierce described an expansive outreach program tied to AB 1175: a statewide campus tour, new website materials (infographics and FAQs), social media targeted to students, and plans for webinars aimed at CPA firm hiring managers and employers in early July. She credited staff leads David Hemphill, Mick Murray, and Jacob Sudia for outreach work.
Pierce said there are no formal recommendations in the update and welcomed committee feedback. The committee received the report; no regulatory decisions were made at this meeting.
Next steps: staff will review OAL/public comments and present responses and any rule changes at the July board meeting; degree recognition and the online portal remain on a timeline with a pilot expected in summer 2026.
