Cherry Hill council reorganizes leadership, approves broad consent agenda and advances bond ordinances

Cherry Hill Township held its annual reorganization meeting on Jan. 5, swearing in three council members and electing William Carter as council president and Michele Golkow as vice president. The Council approved a broad consent agenda of 44 resolutions that appointed municipal counsel and professional service providers, authorized procurement contracts and short contract extensions, and included a resolution supporting passage of the proposed Immigrant Trust Act.
The Council unanimously elected William Carter President on a motion by Councilman Daniel DiRenzo, seconded by Councilman Rob Connor; Michele Golkow was elected Vice President on a motion by Councilwoman Jennifer Apell, seconded by Councilwoman Jill Hulnick. Mayor David Fleisher administered the oaths to the leadership. The consent agenda (Resolutions 2026-1-1 through 2026-1-44) was approved on a motion by Apell and second by DiRenzo.
Council also approved payment of the bill list in the amount of $4,165,993.75 on a motion by Vice President Golkow, seconded by Hulnick. The meeting advanced four ordinances on first reading: Ordinance 2026-1 (appropriating $5,567,788 for equipment, parks and property acquisitions), Ordinance 2026-2 (appropriating $7,743,611 for road, sidewalk and storm-drain projects), Ordinance 2026-3 (appropriating $2,027,650 for equipment and sanitary sewer improvements), and Ordinance 2026-4 (appropriating $50,000 from Local Fiscal Recovery Act funds for sanitary sewer work). Each ordinance passed first reading and will be scheduled for final adoption at the Jan. 26 Council meeting following a public hearing.
In his opening remarks, Mayor Fleisher outlined the township's priorities for the year and cited capital and operational highlights, saying the township has paved more than 50 miles of roads since 2024 and expects Route 70 construction to be complete by summer 2026. The Mayor noted continued investment at Cherry Hill Mall and reported that the township had achieved a AAA bond rating.
The meeting followed statutory notice requirements under the New Jersey Open Public Meetings Act and included ceremonial remarks from U.S. Congressman Donald Norcross, who thanked residents and local public-safety personnel for their service.
The next Council meeting with public hearing on the ordinances is scheduled for Jan. 26 in the N. John Amato Council Chambers.
