The board and planning staff focused on several substantive precision points the applicant must address before a final site plan: whether the use is primarily retail, service, storage or a mix; clear limits on overnight occupancy or campground‑type activity (the applicant said overnight stays are not part of the current submission); a stormwater management approach sized for the eventual full impervious area (the applicant said a detention pond would be sized for full buildout although design will follow DEP 'D' permitting thresholds), and parking/circulation details to safely accommodate large RVs and delivery/transport trucks.
Code and operations: The planner and board advised the applicant to consult town codes and codes officer Tammy about the holding‑tank approach for RV wastewater, noting legal and permitting implications for holding tanks versus leach fields. The applicant said the site will include service bays, a 2,000‑gallon holding tank for temporary waste holding, and propane service for sales and customer needs. Board members asked the applicant to be explicit about whether customers may stay overnight on site; the applicant said that is not proposed now and would be the subject of a later amendment if pursued.
Design and phasing: Staff recommended the applicant submit a full site plan for board review even if construction is phased, and to provide phase lines and a stormwater plan for the full site so the board can evaluate circulation, detention, ADA and lighting impacts. The board emphasized buffering and minimal, downward‑facing lighting to limit spill to neighboring areas and asked for pedestrian circulation and safe RV maneuvering layouts.
Next steps: Planning staff and the applicant will coordinate on permitting steps with Maine DEP, confirm whether the 2,400‑square‑foot building can be treated as an accessory use for an earlier permit, and return with a more detailed site plan and clarified operations.
