Board approves five-year Act 111 arbitration award for police union

The East Norriton Board of Supervisors voted Jan. 25 to accept the Act 111 arbitration award that establishes a five-year contract for township police officers. Township Manager summarized the award and said the arbitrator set a multi-year pay schedule and other contract provisions.
Manager said the contract term is five years and outlined annual wage increases described in the award as roughly "four and a quarter percent" for each year through 2028, personal-time adjustments and expanded accidental death/life insurance for officers killed in the line of duty. The award also included a quarterly attendance incentive program (a $300 quarterly check for qualifying officers) intended to reduce unplanned absences and associated overtime costs.
Several retired officers and residents spoke during public comment urging the board to consider cost-of-living adjustments for retirees; retirees said some retired benefits are very small and sought greater transparency and the ability to review pension-board information. Manager acknowledged retiree concerns and said the board will review options and present them if prudent in the coming weeks.
After discussion the board moved, seconded and accepted the arbitration award by voice vote. Manager said the award is now formal and noted the township will implement changes consistent with the arbitrator’s terms.
Next steps: township staff will implement payroll adjustments required by the award and provide retirees and employees with information on the changes and the board’s review of retiree COLA options.
