Bedford board approves hires, equipment change order, property appraisals and several small contracts

The Bedford Board of Works and Safety on April 21 approved a slate of personnel moves, contracts and property-authority resolutions at a meeting held at Stonegate Arts and Education Center.
The board voted to hire police officer candidate James Ball after the chief reported Ball had met department requirements, passed medical and psychological evaluations and been approved by the local pension board and the state PERF. The board also approved a law-enforcement new-hire bonus and reimbursement agreement tied to Ball’s hiring; a start date discussed at the meeting was set for early May.
Public-safety spending was also on the agenda. Fire Department leadership requested approval of Rosenbauer change order number 12 for a new ladder truck to add an aerial cradle compartment ($3,008) and an electric intake valve ($5,128), a total increase of $8,136. The board approved the change order.
The board approved two resolutions authorizing staff to pursue purchase or appraisal of properties to address multiple sanitary-sewer overflows in town: 1117 22nd Street (Resolution 2-2026) and 1010 18th Street (Resolution 3-2026). Staff said the properties would allow equipment access and help address recurring overflows.
In procurement actions, staff reported two sealed bids for approximately 20 catch-basin repair sites. The board accepted the low lump-sum bid from Marlo Concrete LLC for $56,980 to complete the set of projects. The board also awarded a $1,758 contract to T&G Construction Company Inc. to replace a failing exterior door at Harp Commons (1521 J Street) and approved Mat Con General Contracting for $695 to repair the Clerk-Treasurer’s office roof at City Hall.
For pavement planning, the board approved a 2026–2027 pavement-management agreement with Butler, Fairman & Seufert to perform a roads-scoring study required by INDOT for community-crossings grant eligibility. Staff said the firm agreed to the previous price, with the contract not to exceed $19,900.
Other routine business included approval of minutes from March 17, March 24 (special) and April 9 (special), authorization to sign claims, and adjournment.
"This is a special event for our two new firefighters," the presiding officer said after swearing in the new hires, and the board thanked family and friends who attended.
What’s next: staff will proceed with appraisals and contract documentation and coordinate start dates for new hires as indicated at the meeting.
