Disability commission approves minutes; hears updates on sidewalk repairs and snow-removal PSA

The Northampton Disability Commission opened with a unanimous roll-call vote to approve minutes from Jan. 13, 2026, after a minor typographical correction was raised by Commissioner Emma Cornwell.
Councelor Dubs told the commission that early activity in her second term has been limited but that the transportation and parking commission is planning repairs to the sidewalk that leads to K Dickson Hospital and several downtown corners. She said the work is in planning stages and that final scheduling depends on bidding and budgets.
On the snow-removal outreach front, Emma Cornwell updated members on a short public-service video the commission is producing to highlight cleared sidewalks for people who use mobility devices. She said Zach from Northampton Open Media is assembling clips but could not reuse an East Hampton clip because captioning had been embedded and text was changed. The commission plans to showcase footage of people using mobility devices on cleared sidewalks and to post the PSA on Northampton Open Media and the city website.
Ben suggested creating an audio version for radio in addition to the video, a format the group agreed is worth adding. Staff and volunteers will gather and forward mobile-shot footage (which may omit faces) showing mobility-device users traveling on cleared sidewalks.
The commission discussed the limitations of current enforcement language in the snow ordinance; Councelor Dubs noted that while the ordinance assigns DPW responsibility to clear properties that are not cleared, "that's just not true. We don't have the resources to do that right now," she said, emphasizing that implementation depends on staffing and funding. She said the ordinance review's final report must be approved by city council before recommendations resume at the transportation and parking commission.
