The resolution, read aloud to the meeting, traces Stewart’s background, noting he was born in Caldwell, moved to Mount Olive in 1986, worked 32 years at AT&T and later ran local businesses. It lists community roles cited in the measure, including leadership in the Mount Olive Chamber of Commerce and work organizing a local food pantry drive.
Several council members offered personal tributes. One colleague said Stewart had been “a huge asset” to economic development efforts and praised his mentorship. Resident and public commenter Raphael Rogerro Flanders appeared at the meeting to thank Stewart for his service and called him “a great friend” and mentor.
Stewart addressed the council and audience, thanking colleagues and family and saying he would continue to support his successor. “I’m blown away but thank you everybody,” Stewart said during his remarks.
The clerk then took roll call on Resolution 440-2025; the recorded responses in the meeting segments show affirmative votes and the council adopted the resolution. The clerk was directed to forward a copy to the mayor and to publish the notice of adoption as required by law.
