Wrentham adopts new rules for alcohol‑license holders, affecting new licenses only

The Wrentham Select Board voted 5‑0 on Nov. 4 to adopt new rules and regulations for holders of alcoholic beverage licenses, clarifying the policy applies to newly issued licenses and does not alter the hours or conditions of existing license holders.
Chair Chris Gallow said the document is intended as a concise policy for new licenses, and Township counsel and staff refined the draft with input from town counsel. Attorney Castro, representing the board’s outside counsel, told the board that there is no state law requiring a disciplinary or incident log; the Massachusetts Alcoholic Beverages Control Commission and chapter 138 reporting requirements already require disclosure during transfer and application processes. “There is nothing prohibiting you from including it in policy,” Castro said, but added it is not a statutory requirement.
After brief board discussion and no public comments, the board closed the hearing and adopted the rules as presented. The motion to adopt the rules was moved by Selectman Bill Harrington, seconded by Selectman Jim Anderson, and passed by roll call, 5‑0.
The board instructed staff to publish the adopted rules and to clarify in communications that current license holders are unaffected by the new policy except at renewal or transfer.
