Council authorizes final change order for Umatilla Business Center; staff says project remains within budget

The Umatilla City Council on March 17 approved a resolution authorizing a final construction change order for the Umatilla Business Center project.
City staff reminded the council that in October 2024 the council awarded a contract to Cliff Thorne Construction for the business center for just over $4.8 million and that a January 2025 change order — to demolish and reconstruct the old post office building — added roughly $600,000. Staff said the new change order now takes cumulative change orders above the 25% limit staff is authorized to approve and therefore requires council authorization. City staff told council the change order still falls within the original allocated project budget and they anticipate coming in under the project's full budget when owner-furnished costs are included.
After brief discussion and no additional questions from council, a motion was made and seconded to approve resolution 39-2026 to authorize the change order; roll-call votes from present council members were recorded in the affirmative.
Councilors asked for no additional materials at this meeting; staff noted prior discussion of the issue at an earlier meeting and said the change order reflects cumulative adjustments near project completion.
