PURA sets Connecticut E911 monthly fee at $0.74 per single-line equivalent for FY2027

The Public Utilities Regulatory Authority on May 27 adopted a final decision in docket 260105 that sets the monthly E911 per-line fee at $0.74 for the period July 1, 2026, through June 30, 2027.
Authority staff Rich Scarzinski told the panel the fee is calculated from the Department of Emergency Services and Public Protection (DESPP) fiscal year 2027 operating budget of $39,482,955.24 and an estimated single-line equivalent count of approximately 4,455,650 lines. "The single line monthly subscriber E911 fee assessment to be 74 cents which is based on an estimated single line equivalent count of approximately 4,455,650 lines," Scarzinski said.
Scarzinski explained that the authority follows the statutory framework (citing General Statutes §16-256g) and uses DESPP's budget together with line counts obtained from service providers to determine the per-line fee. The authority also noted it applies a progressive schedule for multi-line wireline accounts (citing regulatory provisions) so that per-line assessments range from $0.74 for single-line equivalents down to $0.15 per line for accounts with multiple lines; wireless services will be assessed at the single-line rate of $0.74 regardless of number of wireless lines.
The decision requires providers to file quarterly payment reports beginning with the quarter ending in October 2026; Scarzinski noted the first quarterly payment report is due no later than Oct. 26, 2026. The panel thanked staff, a motion to adopt was moved and seconded, and Mr. Bumpin called the roll. Chairman Tom Wheel, Vice Chairman David Aranti and Commissioners Jan Beecher, Holly Cheeseman and Everett Smith all voted yes.
The adopted schedule funds operation of the statewide E911 telecommunications systems, the E911 database and network systems, regional emergency telecommunications centers and telecommunicator certification and training supported in DESPP's operating budget.
The authority's order includes instructions to providers on assessment, reporting and payment timing for the FY2027 funding cycle.
