Council approves year‑end transfer of appropriations to close out 2024 budget

On Dec. 3 the City of Orange Township Council voted to add a walk‑on resolution (539‑2024) to the agenda and approved a transfer of appropriations intended to close out the 2024 municipal budget and ensure adequate funding for late‑December payrolls.
Business Administrator Chris Harwi told the council the walk‑on is a standard year‑end measure: “When we get to December we are working to close out the 2024 year calendar budget… it is time sensitive and our payrolls tend to fall late so this is us doing the forecast making sure that there are funds in every line item,” he said.
The consent agenda (resolutions 529–538) was adopted by unanimous roll call prior to the walk‑on; council members unanimously approved the transfer resolution after it was walked onto the agenda.
Administration said a second December meeting will also include a walk‑on to account for the final payroll on Dec. 27, and pledged to provide more detailed forecasting and backup documentation to council members in advance of that meeting.
Outcome: Walk‑on resolution 539‑2024 passed; administration will continue budget forecasting to finalize year‑end accounts.
