Board approves capital projects including Baker Elementary roof replacement and robotics center move

At its April 13 meeting the Upper Saint Clair School District board approved multiple capital and professional-service agreements drawn from the construction and operations budgets, including a major roof replacement at Baker Elementary and site work to relocate the robotics program to district property.
Facilities director Mr. Snyder outlined five Co-Star contract items and recommended board approval. The projects approved included:
- Renovation of SGI 150 to support the district robotics center (pass-through doorway, observation window, data/electrical work and HVAC) at a cost not to exceed $138,380 (includes a 10% contingency).
- Purchase and installation of a glycol feed system for the district's closed-loop HVAC systems at a cost not to exceed $80,725.70 (Co-Star contract).
- Replacement of two rooftop units at Eisenhower Elementary (supporting administration and computer lab) not to exceed $104,522 (Co-Star contract). District staff said the units are 26 years old and beyond their life expectancy.
- A playground replacement at Baker Elementary (chip-side area) not to exceed $112,535.12 including contingency; the district said parts for the original 1995 structure are no longer available and an insurance assessment recommended replacement.
- A full roof replacement for Baker Elementary: base project cost ~$1,022,350 with 10% contingency for a total not to exceed $1,124,585. Staff said the elementary roofs were built the same year and Baker has the most urgent need after repeated repairs and storm damage. The district will also install lightning protection on elementary buildings that currently lack it.
Mr. Snyder said the Baker roof project will be paid from construction funds and noted the district may exhaust its construction balance by the end of the summer; he told trustees the other two elementary roofs will be addressed later and will require creative financing.
The board approved these Co-Star operations contracts by motion. Trustees also approved several professional and student-support contracts earlier in the meeting, including a ratification of Bilingual Roots Educational Service LLC for bilingual psychological assessment services and renewals of affiliation agreements with postsecondary partners to support student-teaching placements.
What happens next: work schedules and procurement steps will be managed by the district's facilities team; administrators said construction funds will cover the Baker roof and that staff will return to the board with next steps for remaining capital needs.
Funding note: board members emphasized that the Baker roof is a capital project to be paid from the construction fund and not the general operating budget.
