Benson, the homeowner, told the board the house was built in 1979 and said the nonconformity predates his ownership: "the hardship is pre‑existing and not created by the homeowner," he said, describing a narrow 90‑foot lot, an in‑ground pool and interior layout constraints that make shifting the addition impractical. The board’s approval was tied to construction matching the plans and testimony entered into the record.
The board also granted Rian(Rihanna) and Todd Serpico (Docket Z‑25‑22) a variance to build a 1,218‑square‑foot in‑law suite at 2839 Eagleville Road, exceeding the ordinance cap of 800 square feet for accessory living units. Todd Serpico described the request as a caregiving measure for aging parents and said the larger footprint was to accommodate a second resident and assisted‑care needs. "An in‑law suite would allow them to live independently while still being close enough for us to provide that daily assistance," Serpico told the board.
