Council members directed city human resources to announce the acting‑manager opportunity to staff and solicit letters of interest and resumes. Staff proposed a deadline of January 23 for submissions, after which materials will be distributed to councilors. The council scheduled an executive‑session review of applications for its regular meeting on February 5 (with the option to begin at 6 p.m.) to determine next steps.
Members stressed the need for a fair, transparent internal process. Several councilors said the acting role should be open to qualified department heads and other city employees, with submissions evaluated against a short list of qualifications (using the assistant manager job description as a baseline). Councilors debated whether to interview candidates or make an appointment based on submitted materials; they left interview scheduling to a later determination depending on the number and quality of applicants.
Councilors also noted operational timing: the council expects to have the acting appointment decided in time for a planned staff departure (Lacy) in early March, so the acting manager would have time for an overlap and handover.
Staff will gather applications and provide them to council in advance of the February 5 executive session. The council said it will follow open‑meetings rules and ensure any individual discussed in executive session has received required notice.
