Director Edwards said the change would make Monterey’s policy consistent with neighboring libraries that verify photo ID rather than address, noting that some libraries have removed address fields from circulation records to protect privacy. Trustees debated the operational impact: staff said strict address verification consumes staff time for a tiny number of nonresident fee cases (staff estimated only about four such cases) while trustees asked how military families and out-of-state students should be treated. Staff confirmed photo IDs and student IDs are typically accepted; the board agreed to correct replacement-card language to remove outdated address-verification references.
Separately, trustees reviewed a draft holiday-closure calendar (pending the city’s official holiday list) and identified date errors for the Christmas week entries. After discussing staffing patterns, city observance practices and public expectations, Trustee Janie moved and the board approved an amended closure schedule to close Monday, July 5; Saturday, Dec. 25; and Monday, Dec. 27 (the board recorded the motion and carried it by voice vote). The consent agenda (items 2, 3, 5, 6 and 7) was approved earlier in the meeting.
What the board decided and what remains: the card-policy changes were presented as a first reading and no final policy vote was taken; staff will update the draft to remove address-verification references in replacement-card sections and return with a corrected ordinance/policy for a future vote. The amended holiday-closure schedule was approved at the meeting and will be posted with corrected dates once city confirmation is available.
