Commission amends FY27 school capital projects to fund Glenn Arden design and Asheville High security

Staff and Matt explained the changes as staging decisions: Buncombe County Schools want to fund design now so the project can be staged and be shovel ready if a future bond is approved. Matt told the commission the revised project list would go to the Board of Commissioners for adoption on June 2, with further adjustments to be processed as a budget amendment after July.
The Asheville High security item reflects a reallocation of an existing $1,650,000 security allocation previously adopted for Asheville City Schools plus a front‑steps repair line of $229,652 and the 10% design amount of $187,966; after accounting for those amounts, staff said an additional $41,686 is required for the security project this cycle. Staff said costs already adopted remain posted in the FY27 recommended projects and that the additional sums would be noted in the minutes and on the subsequent agenda.
A commissioner moved to amend the FY27 list, another seconded and a voice vote followed in which at least one member registered opposition. The motion was adopted and staff said they will document the project transfers in the board ordinance and post materials for public review.
"So then if I'm following along then the thought we had a very long discussion about they were just going to do design if we were going to wait on the bond money for the construction," Matt said during the presentation, summarizing the rationale for design funding now and construction later if a bond is successful.
Staff emphasized the commission's intent to maintain transparency and to return with posted documentation and any necessary budget amendments at future meetings.
