Bryan council unanimously renews municipal prosecutor contract and approves pavement contract, CRA abatement and liquor permit waiver

Bryan City Council approved several routine contracts and permits by unanimous vote.

Ordinance No. 20,2026 authorizes the mayor to renew a prosecutorial services contract with the law firm Ruff Hagens & Bulmer LLP at $11,000 per month. Staff said the arrangement has been in place for several years and the rate was increased from $10,000 to $11,000 last year to reflect workload; council suspended the rules and approved the renewal.

Council also approved a construction contract with Ebony Construction Company for the concrete pavement replacement project on US‑127 (Bryan reconstruction). Staff reported a low bid of $500,278.65 and said approximately 90% of costs will be reimbursed; staff estimated project completion by the end of September.

During the meeting council adopted Resolution No. 29,2026 approving a Community Reinvestment Area (CRA) tax exemption application submitted by Justin Downey for a residential property at 515 East High Street; staff said the property qualifies for a seven‑year construction‑cost abatement under the Main and High Street corridor provisions. The council moved to suspend rules and approved the resolution unanimously.

On a separate administrative matter staff presented a liquor permit transfer for Burger Dairy involving a change in a 75% shareholder; no issues were reported and council voted to waive a hearing.

All motions were approved by recorded 'yes' votes from council members Steve, Mary, Jim, Rick and John.
