Council approves building permit for 50‑unit OFA‑funded villas in Bryan

Bryan City Council voted unanimously to approve a late building permit for a 50‑unit residential development known as the Frontier community at the corner of Portland and Fountain Grove Drive.
Staff told the council the owner is Williams County Housing Partners LLC and the contractor is Pure Construction of Fort Wayne, Indiana. “Total construction cost is just under $9.8 million and over 70,000 square feet of property,” the presenter said, and added that the site is already zoned R3.
Council and staff said the project received funding from the Ohio Housing Finance Authority (OFA) and that final OFA processes were completed last week; staff said the loan closing should occur within about two weeks. The presenter asked council to approve the building permit so the permit could be signed and delivered to the developer ahead of closing; the motion passed by voice vote with recorded "yes" votes from council members Steve, Mary, Jim, Rick and John.
On schedule, staff said the developer hopes to file a notice of commencement in early June, and that construction timing will depend on remaining administrative steps and weather. Council noted the project has been discussed for several years and that the application was expanded from 42 to 50 units to improve OFA scoring.
A staff representative described the development as a partnership with the local port authority and said city staff had recent discussions about tap fees and other project details. The council did not attach additional conditions to the permit. The council signed the permit to allow the developer to proceed toward loan closing.
