Facilities update: GMP1 summer work focuses on roofs; GMP2 pricing due this summer with completion targeted by end of 2028

Design Team LS3P and county project staff updated the Transylvania County Schools Board of Education April 20 on capital projects and bond‑funded work, outlining what the contractor‑managed (CMAR) guaranteed maximum prices (GMP1 and GMP2) will cover and why some items (notably HVAC) cannot be accelerated this summer.
Allison, presenting the facilities report, reviewed milestones: the interlocal agreement between the Board of Commissioners and the Board of Education was approved in February 2025 and the architect’s contract in April 2025. She said the project is approximately one year into design and noted that long‑lead mechanical systems such as HVAC require lead time and public procurement that prevented including mechanical work in the summer GMP1 scope.
GMP1 will prioritize roof replacements, brick repairs and other scope items that can be advanced with available design and lead time. Brevard High School’s roof sequencing will prioritize the math wing, media center, guidance and science foyer ahead of the auditorium and fine‑arts spaces; bid alternates allowed additional roof work to be added. Rosman Elementary’s summer work will focus on geofoam repairs, paint touchups and related cleanup rather than HVAC.
Allison said the CMAR provided a revised pricing round for GMP2 on April 14 and that staff and the design team are reviewing the deliverable; final GMP2 pricing and timeline review is expected in July/August. The overall completion of bond work is estimated to be feasible by the end of 2028, she said. Separately, a storage tank replacement at Rosman requires rebid after procurement‑compliance issues with a prior contractor proposal; replacement of the damaged tank nearest Rosman High’s new gym will proceed and the other tanks will be scheduled to align with lead‑time constraints and heating‑season considerations.
Board members asked clarifying questions about sequencing and manpower; Allison emphasized coordination with schools and the county project team and noted that some work (mechanical systems) could not be advanced given procurement timelines. The board was reminded monthly project reports and slide decks are posted on the county special projects web page.
