The council voted in favor of formalizing membership and appointing representatives; the motion carried by voice vote. Council members did not commit the city to major capital work at this stage but agreed to participate in planning and representation.
Officials characterized the action as a forward-looking step to participate in regional planning rather than an immediate financial or construction commitment.
