Hampton Township Council approves hazard plan, joins county vacant-property program and clears a series of procurements and change orders

The Hampton Township Council on May 27 adopted the Alageney County 2026 hazard mitigation plan and approved participation in the county's vacant property recovery program, while also clearing several procurement actions and two road/parking change orders.
The council unanimously approved Resolution 1127, adopting the county's five-year hazard mitigation plan. Township staff told council that "approval of this plan makes the county eligible for grants and other funding during disasters," and recommended adoption to preserve grant eligibility for municipalities in disaster response and mitigation.
Council also voted to execute a cooperation agreement to participate in Alageney County's vacant property recovery program and adopted Resolution 1128. Staff said the county's review process verifies that parcels are vacant and that participating properties must be at least three years tax-delinquent.
On procurement and capital items, the council:
- Authorized advertisement of a request for proposals for a managed service provider for information technology and cyber security services to handle monitoring, patching and to set labor rates for larger capital projects.
- Authorized advertisement of an RFP for architectural services for a planned public safety facility to serve the fire department; staff said $75,000 is budgeted this year with larger costs expected during design and construction.
- Authorized advertisement of an ordinance to allow the township to take over sanitary sewer infrastructure at the Pioneer Place development and authorized a public hearing notice for the Seven Brew conditional-use application (application 26-01) with a suggested hearing date of June 10.
- Authorized advertisement of an update to the township's timber-harvesting ordinance to more closely follow guidance tied to Pennsylvania Act 38 and recommendations from the Pennsylvania Attorney General's Office.
On contracts and change orders, council:
- Approved awards through the South Hills commodities purchasing program for routine road and drainage materials.
- Approved Change Order No. 2 to resurface the museum parking lot, reallocating $52,360 from the park trail paving account to cover the work with Shields Asphalt.
- Approved Change Order No. 1 for milling, resurfacing and installation of a wedge curb at 2830 Clear View Road to address stormwater runoff, for $23,764; staff said the curb will route water into an existing catch basin.
All motions recorded at the meeting passed on roll call with the members present voting in favor. The meeting concluded with an announced executive session on real estate and personnel matters following adjournment.
