The Beach Grove Common Council voted unanimously to approve Resolution No. 3, 2025, a measure finding the Beach Grove Redevelopment Commission's declaratory resolution and the 2025 consolidated economic and redevelopment plan consistent with the city's plan of development.
Mayor James Kaufman summarized the RDC process, noting that the commission (the RDC) adopted a declaratory resolution in September and that the council's approval was required under Indiana Code 36-7-14 to move the consolidated plan forward. Clerk Treasurer Samantha Straten read the resolution into the record and recited the statutory history cited in the document.
Councilors asked whether the plan created or changed any TIF (tax increment finance) areas or altered how the RDC receives or distributes funding; staff and the mayor said the consolidated plan itself does not create new TIF areas and is principally a roadmap for redevelopment, not an immediate change to funding authorities. The mayor said the plan could make the city more competitive for future funding but that any TIF or funding actions would come in separate processes and require additional council review.
Following discussion, the council approved Resolution No. 3, 2025 by voice vote, 7-0. The clerk will circulate the adopted resolution for signatures and the RDC will hold the required public hearing and take final confirmatory action as the next procedural steps.
