During the public-comment period on Oct. 27, a resident identified in the record as Mr. Jay delivered an extended statement criticizing what he described as "very short" meetings that move quickly and leave little detail for the public to review on the town website.
"Most of the stuff you pass, there's no discussion," Mr. Jay said, adding that he could not find the decommissioning resolution online and therefore could not "speak intelligently about what's going on." He asked whether the town had required a security deposit or other financial assurance from solar developers and pressed the board for clearer online posting of resolution language.
Mr. Jay also proposed a potential traffic improvement — a road connecting Route 251 and Rosson Road near the north side of Victor Sand and Gravel — saying the alignment he reviewed appeared to offer relief for village congestion despite some wetland crossing.
Board members responded from the dais, noting the decommissioning matter had been discussed over several meetings and that the task force worked to protect residents and property owners. One member offered to contact Mr. Jay after the meeting to follow up.
The written resolutions and planning documents referenced during the meeting are filed at the clerk’s office; the transcript records Mr. Jay’s concerns and the board’s offer to follow up but does not include a written response to his specific questions about escrow or security amounts.
