City updates on school security, facilities projects and approves school systems maintenance contract

Dr. Wallace, representing Johnson City Schools, explained a proposed annual maintenance agreement with Building Systems Technology (a division of Eagle Fire Inc.) would cover locking, intercom, camera and access-control systems across all district buildings; staff said the vendor has been the sole regional provider and the district evaluates the contract annually. The commission approved the contract on a roll-call vote.
Staff also described RFP 6871 to contract with Stellar Therapy for clinical and billing services that would allow the district to claim previously unclaimed reimbursements—about $150,000 for special-education services and roughly $15,000–$20,000 for nursing services—by handling paperwork and parental permissions.
Building Services Director Brian Ross reviewed five ongoing city projects: Carver Recreation Center (HVAC replacement and LED lighting already installed in places), Freedom Hall locker-room renovations, phase two of the Fire Training Center (training tower due by June), secure school vestibules at four schools (three nearly complete; Market Street on a later timeline), and the new Townacres Elementary—110,000 square feet planned for up to 750 students—with geotechnical mitigation in areas of unsuitable soil.
Ross said the contractor missed a Jan. 5 completion deadline for three vestibules and is accruing liquidated damages; Market Street remains on a later schedule and Townacres is on track for occupancy in August 2027. He also reported a nonstructural masonry and door/window damage event at Indian Trail; a structural engineer and the insurer found minimal structural damage but long lead times for replacement doors and windows.
Commissioners asked about materials, parking counts, contractor timelines and possible security bollards at schools; staff said they are exploring options and will coordinate with schools, SROs and purchasing.
