Lincoln County roundup: budget amendments, appointments and a move to abandon PILOT applications

Finance Director Jason Nix and the Industrial Development Board recommended year-end cleanup budget amendments for the FY 2025-2026 cycle, which the board concurred with in several funds including the 101 General Fund and the 131 Highway Fund. The board also approved cooperative purchasing authority, accepted surplus property items from Fire/EMA and the sheriff's office, and approved sheriff-related budget amendments. The minutes record the board’s unanimous concurrence on most financial items.
The board authorized $30,000 from the Industrial and Community Development Fund to go toward a Health Department renovation (101-34675 to 101-55110-799). It also approved $882 for American flags for veterans and acknowledged estimated beginning fund balances and school fund amendments for FY 2025-2026. The minutes do not specify contract vendors or detailed project timelines for the renovations.
Personnel and appointments: Trace Perkins was approved to move to department head of Lincoln County Planning and Zoning (the motion received one recorded “no” vote). The board approved multiple reappointments and new appointments to the Board of Equalization, the Joint Industrial Development Board and the Education/Workforce Committee; those appointment items passed by voice vote.
Grants and other authorizations: the board concurred with directing the county financial administrative assistant, Dena Gentry, to apply for several grants including PSN, THSO, SRO, and the Firehouse Subs grant. The board also accepted a donated 2021 Ford F-250 from the Flintville Volunteer Fire Department to be donated to the county.
Economic development procedure: Commissioner Jack Atchley moved to abandon the idea of requiring a PILOT application process by this body and to let the Industrial Development Board handle PILOTs; Commissioner Brad Bryant seconded the motion. The chair characterized the motion as a "motion of re-consideration"; the motion passed on a roll-call vote of 17 yes, 7 no.
