Several residents told the Board of Commissioners they had received unexpected per‑capita and occupation tax bills from Keystone (the township’s tax collection agent) and said Keystone’s mailings lacked a clear local contact and had produced duplicate or confusing bills.
Dave Smith said he received a Keystone mailer in August that appeared to be a commercial per‑capita/occupation bill and that Keystone’s records had not reflected known retired exemptions; another resident reported driving to multiple Keystone office addresses only to find locked doors and conflicting information. Manager Harry Faulk asked residents with difficulties to call the administration office for case‑by‑case assistance and said staff would add Keystone area‑manager contact information to the township website to make resolution easier: "if you're having issues with Keystone please call me… call the administration office and we can address your complaint or your issue," he said.
The township also discussed better coordination with Keystone and public‑facing contact details so residents can resolve exemption claims and billing problems without multiple visits to offices or unanswered phone lines. No formal action or additional contract changes were adopted at the meeting.
