Board gives informal design guidance for Southover pumping station; timeline and security noted

Belle Peters, wastewater superintendent, said the proposed pumping station will be housed in a low-profile fiberglass enclosure with control panels and that the full wastewater treatment plant and collection system are expected to take about 2.5 years to be operational. Peters asked for guidance on fencing and appearance because the unit sits in a cul-de-sac adjacent to private property.
Board members recommended design choices intended to reduce visual impact: cedar-weathered split-rail fencing or a more open fence with a secure mesh top, plantings set back to preserve access, and a lockable gate for maintenance. Commissioners discussed security trade-offs—some favored a taller fence with an open mesh for security; others preferred a lower, vegetated solution to make the installation less conspicuous.
Commissioners also noted a bylaw provision and prior conversations with the building inspector: if the building commissioner determines a public-safety or security need, some work can proceed without a separate COA, provided the board’s informal input is considered. Peters said she appreciated the guidance and will coordinate final details with the homeowner and staff.
