Lower Township council approves consent agenda, updates personnel policy and schedules second reading for land-development ordinance

At its business meeting, the Lower Township Council approved the consent agenda, including minutes from Oct. 20, 2025, membership actions for the fire company, resolutions 2025-357 through 2025-369 and related administrative items. The council also recorded a first reading of Ordinance 2025-22, an amendment to chapter 400 (land development); the second reading and public hearing for that ordinance are scheduled for Dec. 1, 2025.
Mayor Cipple asked Administrator Laffy to explain Resolution 2025-361, the personnel-policy update. Laffy said the municipal joint insurance fund issued guidance required for the policy update, focused on lightning-strike procedures and heat-stroke prevention; Laffy said those additions expanded the manual by roughly 14 pages. The personnel-policy update was included on the consent agenda and approved during the roll-call vote.
A motion to approve the consent agenda and move the ordinance forward received a second; Council members Conrad, Wearham, Roy, Deputy Mayor Kums and Mayor Cipple each voted "Yes," approving the listed items by unanimous voice/roll-call. No amendments or substantive debate were recorded on the council floor. The council noted there were no items on the regular agenda and opened then closed the public-comment period without objection.
The meeting ended after routine council comments and a unanimous adjournment vote.
