Rapho supervisors adopt Manheim Central Region plan, authorize lien enforcement; approve routine reports

The Rapho Township Board of Supervisors met April 2, 2026, and unanimously approved several routine measures and two substantive actions: adoption of Resolution 2026‑6, which adopts the Comprehensive Plan for the Manheim Central Region, and authorization for township staff and the solicitor to pursue enforcement and collection of municipal lien and judgment liens on three properties, including sheriff sales if necessary.
The meeting opened at 7:00 p.m. with Supervisors Lowell Fry, Mark Erb and Randy Fox present. Supervisor Mark Erb moved to approve the minutes of the March 19 meeting; Supervisor Randy Fox seconded and the board voted unanimously to approve the minutes.
In planning business, Supervisor Randy Fox moved to accept the Zoning Officer’s March 2026 report; Supervisor Erb seconded and the motion passed unanimously.
On new business, Supervisor Mark Erb moved to approve Resolution 2026‑6 to adopt the Comprehensive Plan for the Manheim Central Region; Supervisor Randy Fox seconded and the board voted in favor. The resolution was recorded as adopted in the meeting minutes.
The board also voted to authorize township staff and the solicitor to proceed with enforcement and collection of municipal lien claims and judgment liens for the properties at 4185 Green Park Drive, 2075 Alpha Court and 1970 Cider Press Road, including pursuing sheriff sales if necessary. The motion was moved by Supervisor Randy Fox, seconded by Supervisor Mark Erb and carried unanimously.
The Tax Collector’s March 2026 report and the Earned Income Tax Collections March 2026 report were distributed and reviewed; the minutes record no additional board action on those reports. The board acknowledged thank‑you notes from the Chiques Creek Watershed Alliance and the Manheim Community Library.
Supervisor Erb moved to approve the disbursement list and pay the township bills; Supervisor Fox seconded and the board voted unanimously to approve payment.
