Chino Valley council approves rezonings, contract amendment, grants and tentative budget

The Chino Valley Town Council voted unanimously on a series of routine and substantive items at its May 26 meeting, approving two rezonings, a contract amendment for water consulting, the WIFA-resolution for PFAS remediation application, a tentative budget and a state match application for a federal Safe Streets planning grant.
Land use actions: Council approved an ordinance to rezone roughly 1 acre near State Route 89 from agricultural residential to Commercial Light (ZC-2026-3) after staff and Planning & Zoning recommended approval. Council also approved a second ordinance rezoning 4.97 acres from agricultural residential to single-family residential (SR1) to permit a lot split (ZC-2026-1); staff said the site has local sheet flow that will require engineering review and septic approvals will involve county environmental processes as needed.
Contracts and grants: Council approved a first amendment to the professional services agreement with Mark Holmes LLC increasing the authorized annual amount from $70,000 to $75,000 so the consultant may cover interim water-utility duties while the public works director role was vacant. Staff also reported it has applied for a Safe Streets and Roads for All grant (estimated $350,000 total) and asked council to authorize application to the Arizona Smart Match program to cover a proposed $70,000 local match; council authorized application and staff noted the town would identify local match funds if the state match is not awarded.
Budget: The council adopted a tentative FY2026–27 budget and expenditure limitation of $48,345,342 and set a public hearing on the final budget for June 23. Finance staff said the budget includes an increase from the preliminary budget primarily to incorporate the Brightstar PFAS project and associated potential debt service; staff noted ongoing revenues exceed ongoing expenses by about $1 million but one-time capital and debt produce a $3.7M draw on fund balance.
Each of these actions passed on roll-call votes recorded as unanimous (7–0). Staff will return with public hearings and final loan/contract documents as applicable.
