Rio Communities council confirms appointments to regional transportation, water and economic boards

The Rio Communities City Council voted Feb. 23 to confirm appointments to multiple regional boards and committees, including the Rio Metro Board, the Mid-Region Council of Governments (MRCOG), three connected transportation groups (Transportation Program Technical Group, Transportation Coordinating Committee and Transportation Board), the Water Board, Greater Valencia County Chamber of Commerce and regional economic advisory councils.
Mayor Ramall read the list of recommended primaries and alternates as distributed in council packets. Councilor Gordon moved to approve the slate for action item seven; the motion was seconded by Councilor Marquez and approved by roll call (four yes). Council later moved similarly on action item eight and item nine (VREC board) and approved those recommendations with the same affirmative count.
During discussion Councilor Marquez raised a concern that having multiple councilors serve on connected transportation bodies could create a rolling quorum because those groups provide sequential advice to each other. Councilors discussed options and adjusted assignments so one councilor serves as primary across the three connected transportation groups while others serve as alternates; Councilor Marquez asked to be primary on the three transportation groups and Councilor Nelson agreed to remain an alternate where suggested.
Appointments read into the record included: Rio Metro Board (primary Councilor Nelson, alternate Councilor Marquez), Mid-Region COG (Mayor as primary; Councilor Gordon and Dr. Moore as alternates), Transportation Program Technical Group (primary Councilor Marquez, alternate Councilor Nelson), Transportation Coordinating Committee (primary Councilor Nelson, alternate Councilor Melendez), Transportation Board (Mayor Ramall primary; Councilor Melendez alternate), Water Board (primary Councilor Melendez, alternate Councilor Nelson), Greater Valencia County Chamber of Commerce (primary Councilor Gordon, alternate Councilor Marquez), and VREC board (Councilor Gordon and Fire Chief Andrew Tabet as nominees to the Valencia Regional Emergency Communications Center board of directors).
Council asked staff to record the final assignments and circulate updated lists so alternates and primaries are clear going forward.
