Town of Lloyd Board approves police hires, promotions and multiple infrastructure actions

It accepted the resignation of dispatcher Jacqueline McKenna effective Aug. 7, 2024, and immediately approved hiring McKenna as a part‑time police officer at $27 per hour with a start date of Aug. 8, 2024. Chief Chancel told the board the new hires make the department “pretty much fully staffed again” and thanked officers for their work.
The board also approved internal promotions in the highway department. The board promoted Frank Paletero to working supervisor (base rate $30.64, effective Aug. 12, 2024) with the standard one‑year probationary review and accepted his resignation from his previous heavy motor operator post; it likewise promoted Adam Pusa to working supervisor at the same base rate and accepted his resignation from heavy equipment operator duties. Board members confirmed that working supervisors may continue to operate heavy equipment as part of their duties.
On infrastructure, the board voted to advertise and solicit bids for a project to relocate the waste gas burner at the wastewater treatment plant — described in meeting materials as a digester/methane upgrade — using construction documents prepared by CPL Architects and Engineers. The board said it is seeking current, accurate cost estimates to determine the grant coverage needed and set a public bid opening for Sept. 10, 2024. During a recorded roll call the members present voted yes to advertise the project.
Other procedural items approved included installation of a new street light at 54 South Street and a resolution authorizing the release of a bond for infrastructure improvements in the Mountainside Woods development; the board agreed to clean up the written resolutions after taking verbal action.
The meeting closed its public portion by voting to enter executive session to discuss pending litigation.
