Palmetto Bay advances parking rules, lowers planning fees and streamlines plat approvals

Palmetto Bay — After the censure resolution, the council resumed its zoning agenda and advanced three ordinances on first reading to address parking, homeowner planning costs and state-mandated plat procedures.
Planning Director Javier Gonzalez told the council the parking ordinance (item 4B) was revised after outreach with area property owners to allow commercial parking permits, manager-authorized time limits and an initial warning period before enforcement. Manny Cresbow, representing local business Isaac Roofing, told the council his clients were "satisfied with the provisions" and thanked staff for incorporating stakeholder feedback.
The council, with two members absent, approved the parking ordinance on first reading by a 3-0 vote. Council members asked administration to coordinate outreach and clarified that fee schedules could be adopted by a council resolution at a later date.
The council also approved on first reading an ordinance to reduce planning fees by 20% for single-family homeowners seeking variances. Council member Patrick Fiori sponsored the change as homeowner relief and secured co-sponsorship from colleagues; the measure passed 3-0.
Finally, the council approved a procedural amendment (item 4D) to designate the village manager as the administrative authority for qualifying plat approvals to comply with Florida Senate Bill 784 and to permit issuance of building permits for qualifying projects prior to final plat recording. Staff said those changes were procedural and would not alter substantive land-development standards such as height, setbacks or coverage.
All three ordinances were approved on first reading with votes of the council members present. Each will return for further readings or implementation steps as required by ordinance and procedure.
Actions and next steps: the council approved first readings for the parking ordinance (4B), planning-fee reduction (4C) and plat-procedure amendments (4D). Directors were asked to continue community outreach for parking implementation and to prepare any fee resolutions and second-reading materials for future meetings.
