The Pleasant Hill Budget Committee voted to recommend that the City Council consider an update to the city’s master fee schedule for fiscal year 2026–27.
Ross (finance staff) said most fees are being revised using a 2.5% CPI factor and that the 2024 fee-study baseline reset required recurring reviews; the current schedule includes targeted adjustments that staff and engineering analysis say better reflect the actual cost of city services. "The phase in over several years was recommended by the budget committee last November," an engineering staff member explained when discussing traffic impact fees.
Notable updates include a change to allow pre-plan review for all projects regardless of valuation, a revised swimming-pool inspection structure (a base fee plus an hourly inspection rate), and engineering-driven changes to development-related fees. The traffic mitigation fee will be renamed the traffic impact fee and the per‑trip rate will increase from $325 to $529; staff said the increase will be phased in to reduce immediate impacts on applicants. Ross told the committee single-family and multifamily residential fees increase roughly 30% and 25% respectively based on engineering cost reviews.
Staff estimated the fee updates could increase revenue by approximately $50,000 compared with the most recently audited fiscal-year 2024–25 totals if the rates were fully in effect. The committee voted to forward the proposed fee schedule to the City Council for public hearing and final action.
