Commission adopts strategic plan addendum to guide work through 2027

The Commission of Behavioral Health adopted a strategic plan addendum on May 28 that sets four near-term priorities to guide the commission's work through 2027.

Commissioners reviewed a draft addendum that retains priorities focused on: meeting the needs of people with the highest behavioral-health needs; addressing substance-use-disorder issues; strengthening the peer workforce; and supporting innovation. Committee and commissioner feedback led to edits adding explicit emphasis on sustainability and equitable statewide implementation for innovation work.

During the meeting, Leading Resources Incorporated consultants and commission staff summarized the advisory committee process and stakeholder input. The commission then moved and seconded the motion to adopt the addendum; a roll-call vote was recorded and the motion passed.

Why it matters: the addendum narrows the commission's focus and provides a one-and-a-half-year roadmap intended to align staff workstreams, grantmaking and commissioner engagement. Staff said if adopted they will operationalize the plan within the Commission 2.0 framework and begin tracking smart goals at future meetings.

Implementation: staff noted the addendum lists priorities and results but does not itself commit specific budgetary resources; some implementation activities may be affected if the May Revision's proposed cuts to innovation and advocacy funding are enacted. The commission asked staff and consultants to return with detailed strategies under each priority for implementation and reporting.
